I have been seeing this notification for quite a while and also trying to figure out how I could stop it. Not that it drains my battery or something but it makes my notification panel untidy.
I finally found how to solve that issue once and for all.
Just go to settings -> Application manager -> All -> Download manager then click on ‘force stop’ then ‘clear data ‘.
Those pesky notifications will be gone forever.
